V Local Administration
The management of general affairs in towns and villages is now closer to
completion. The number of officers in one town and four villages, including their
heads, was at least five people and did not exceed 11. The Governor of Magong
Town was from Japan serving under an honorary title and a senior official. The
Head of Wangan Village was from Japan serving under an honorary title, while
other officials were all Taiwanese serving under their honorary titles. Regulations
had it that a town or village council should have no more than 17 members or no
fewer than ten. Among the 60 incumbent members of the council in Magong Town,
15 were Japanese and 45 were Taiwanese. Baisha Village, Xiyu Village, and
Wangan Village each had one Japanese serving on their councils.
