二二八事件之後，國民政府設立西瀛勝境牌樓，強調澎湖一向純樸的民風，光復後社會氣氛相形單純。澎湖位處戰略要地，在民生跟軍事的權衡下，政府十分重視澎湖的治理與建設。


In the February 28 Incident of 1947, Penghu avoided major conflicts and casualties. Afterwards, the KMT government erected an archway titled "Xi-Ying the Paradise" to honor its innocent people and peaceful society following the Republic of China's recovery. During the martial law period, Penghu was regarded as a tactical pivot in the Taiwan Strait, so the government invested heavily in both military security and civilian infrastructure.
