Although Penghu is an offshore island surrounded by seawater on all sides, it plays a major role in Japan's
national defense, especially in the south. Its importance was highlighted last year when the Baltic Fleet of Russia
sailed through the sea near the Island on its course to Vladivostok (the biggest port in Siberia). The ship can protect
the Island, a key for defense in the south, and boosts the locals' morale and confidence.
