The Penghu County Government and the Republic of Palau signed the "Memorandum of Understanding on Cooperation in Marine Culture and Sustainable Development" at the Penghu County Hall on the morning of June 20th, with Penghu County Magistrate Lai Feng-wei and Penghu County Council Speaker Liu Chen Chao-ling attending the signing ceremony.

During the ceremony, Magistrate Lai pointed out that Penghu and Palau are similar in geography and have a special maritime culture. He hopes that both sides can exchange and learn from each other through the signing of the memorandum of understanding (MOU). In the future, the county government will lead a delegation to visit Palau to formalize a sister city agreement to deepen the relationship between the two sides.

He further added that the county government is committed to promoting marine resource conservation. The 2021 U.S.A-Taiwan Marine Sustainable Development International Conference , held for the first time in Penghu last year, covered five major themes, including "Marine Sustainable Development," "Place Locality and Identity," "Demographic Change, Aging Society and Marine Education," " International Education and Bilingual Promotion " and "Marine Education," to create an environment for Penghu that is in line with international standards.

Lai emphasized that in continuation of last year's U.S.A-Taiwan Marine Sustainable Development International Conference, the county government and the Republic of Palau signed the "Memorandum of Understanding on Cooperation in Marine Culture and Sustainable Development" to initiate comprehensive exchanges, thus bringing the two sides closer together, laying a good foundation for interaction and exchange in the future.

Council Speaker Liu Chen Chao-ling noted that Palau has designated 80% of its waters as protected areas, which makes the country a global model for marine conservation. By signing the MOU, it is hoped that both sides will have more opportunities to exchange and grow, work together to promote marine culture and marine management and expand the effectiveness of marine city governance.

The Ambassador of the Republic of Palau, Dilmei L. Olkeriil, pointed out that that people of Palau and Penghu share a strong maritime culture and should protect marine resources. Palau has enacted many laws to protect its territorial waters. For example, all foreign visitors entering Palau shall have their passports stamped with the "Palau Pledge" and are required to sign a pledge to protect the environment and respect Palauan culture before they are allowed to enter the country. She added that Palau has a lot to learn from Penghu and hopes to facilitate direct flights from Kaohsiung to Palau in the future, so that it will be more convenient for everyone to visit Palau.

The Penghu County Government stated that Palau is blessed with a rich marine ecology and great marine cultural heritage and the "Palau Pledge" is the determination by the people of Palau to protect the sea, while Penghu is committed to marine and coastal protection, maintaining traditional marine cultural heritage and strengthening marine education. Therefore, the MOU serves to establish a platform for international exchange and cooperation between the two sides in the fields of marine ecology, marine culture, marine education and marine economy.
