Wukan Animal Shelter in Penghu County was opened on the 18th. Penghu County Magistrate Lai Feng-Wei and Speaker Liu Chen Chao-Ling cut the ribbon at the opening ceremony. According to Penghu County Magistrate Lai Feng-Wei, after the animal shelter was completed, the shelter capacity increased to 250 animals, but inadequate space would soon be a problem. He hopes the Agriculture and Fisheries Penghu County Government will apply for subsides from the central government to continue building shelters, thereby creating a friendly living environment for stray animals.
According to Magistrate Lai Feng-Wei, Penghu’s first public animal shelter in Wukan was completed in 2000. After 20 years, the building space was no longer sufficient. The Wukan Animal Shelter accepted animals to twice its shelter capacity. Under the subsidization support of the Council of Agriculture, Executive Yuan, a new generation of “stray animal shelter” was constructed to extend the environmental space and provide dogs and cats with a friendly environment.
According to Magistrate Lai Feng-Wei, stray dogs attacking the general public have been frequent occurrences recently. He requested the Agriculture and Fisheries Penghu County Government to take the problem of wild dogs hurting humans seriously, strengthen shelter and ligation, and supplement veterinary manpower to solve the problem of stray animals.
Liu Chen Chao-Ling said that since the implementation of the zero stray animal slaughtering policy in 2017, the issue of stray animals has continued to spread. She has been concerned about the issue of stray animals at the county council. Beginning 2018, she sought subsidies from the central government in the amount of $54 million. With the money, a new animal shelter came about. Now, there are still 200 stray dogs out there. As long as the county government designates budgeting for it, the county council will be fully supportive.
According to the Animal Disease Control Center, Penghu County, the newly built Wukan Animal Shelter mainly consists of RC buildings that give emphasis to ventilation, lighting, temperature, and exhaust equipment. The kennels are built with stainless steel fences. The sewage design includes the use of stainless-steel materials to reduce odors caused by residual sewage pipes. The pipelines have a suspended and exposed configuration.
According to the Animal Disease Control Center, the new animal shelter has two interconnecting buildings. The animal kennels and the management staff’s work area are separated to improve the cleanliness of the administrative work area. The kennels occupy about 770 square meters; the catteries occupy about 50 square meters.
According to the Animal Disease Control Center, in response to the Animal Protection Act, since the implementation of the zero stray animal slaughter policy on February 4, 2017, the animal shelter capacity has increased. Faced with the inadequate shelter space, the construction of a public animal shelter in Penghu commenced.
