According to Deputy Magistrate Lin Chieh-hsing, Penghu’s long coastline, wide-open roads, distinctive temple-dotted landscapes, and warm local culture have helped the IRONMAN event earn global recognition. For three consecutive years, the race has been voted by athletes worldwide as one of the “Most Desired Races to Join the Following Year,” highlighting Penghu’s unique appeal and value as a host city for international sporting events. 　　Lin noted that the “Penghu Shangyuan Turtle Praying Tradition” stands alongside the Sky Lantern Festival in northern Taiwan, the Beehive Fireworks Festival in southern Taiwan, and Handan celebrations in eastern Taiwan as one of Taiwan’s four major Lantern Festival folk traditions. Last year, it was also officially registered as an item of intangible cultural heritage. Over the past century, the turtle praying tradition (Khit-ku) has continued to grow “bigger with every prayer” through the continuation of local faith and customs. What began with traditional glutinous rice turtle cakes has evolved into creative offerings such as rice turtles, golden turtles, and cabbage turtles, reflecting both the vitality of Penghu’s folk beliefs and the evolution of local culture.

Chen noted that meal delivery services for seniors will be temporarily suspended for four days during the Lunar New Year holiday period (from Lunar New Year’s Eve through the third day of the new year). To ensure that elderly residents living alone can enjoy the holiday with peace of mind, the county government has launched the “Embrace Seniors Living Alone, Care Never Stops” initiative. A total of 560 Spring Festival care packages have been prepared in advance, containing essential food and daily necessities for the holiday period. These supplies are delivered directly to the homes of seniors so that they will have adequate meals and daily necessities during the temporary suspension of meal services and can celebrate the New Year with reassurance.

Penghu currently has 130 volunteers providing meal delivery services. 　　The Xiyu Lighthouse (Yuwengdao Lighthouse), located on the cape of Wai’an Village in Xiyu Township, Penghu County, is the first lighthouse built in Taiwan and the Penghu archipelago, laying the foundation for the modern lighthouse system. The earliest structure was built in 1778 (Qing Dynasty, Qianlong era), a seven-tier octagonal stone tower jointly funded by government and civilians, known as the “Xiyu Pagoda Lighthouse.” It served as a crucial navigational aid for mariners of the time. With the development of maritime routes and increasing safety needs, the lighthouse was rebuilt between 1874 (Tongzhi era) and 1875 (Guangxu era) into what is now the Xiyu Lighthouse (Yuwengdao Lighthouse), equipped with the latest fourth-class rotating lens and fog cannon technology of that period.

　　The birth of this new lighthouse is inseparable from the contributions of British engineer David Marr Henderson (DMH). Minister Kuan Bi-Ling noted that since the establishment of the Marine Wildlife Rescue Network, a total of 274 sea turtles have been successfully returned to the ocean. The central government also continues to support conservation through initiatives such as installing turtle-friendly lighting and protecting nesting habitats. These efforts are paying off: over 30,000 sea turtles have successfully nested on Taiping Island, demonstrating significant progress in ecological restoration.

According to the Department of Agriculture and Fisheries, these 10 turtles were previously rescued from areas such as Wang’an Island, having been found stranded due to poor health or weather conditions. They were reported by local residents and Coast Guard units and transferred by the Marine Conservation Division to the Penghu Marine Biology Research Center for rehabilitation. Notably, one of the released turtles had been rescued by Dayi Temple last year after being found stranded at Xingren Reservoir. The Penghu Fossil Museum displays fossils of ancient creatures such as the straight-tusked elephant and the Elaphurus, recovered from the Penghu Channel dating back 40,000 to 10,000 years ago. It also features the “Penghusuchus pani,” a prehistoric terrestrial apex predator discovered by Mr. Pan Ming-Kuo in Neian, Xiyu, dating back 15 to 17 million years ago and measuring 4.6 meters long, as well as the Bryde’s whale skeletal specimen stranded in the waters off Jibei. According to Chen Kuang-Fu, the 2025 Penghu International Fireworks Festival, which has garnered widespread support and anticipation, is in its 23rd year this year. Snoopy and other well-known family members have been invited to make appearances in Penghu, as part of collaborative marketing with the “75th Anniversary of Peanuts,” to ensure that everyone is entertained during their summer of a lifetime. This year, in addition to the main venue fireworks display, performances on Qimei, Wangan, Jibei and other outlying islands are also planned. In addition, three “local exclusive venues,” including “Paisha Anchovy Fish Festival,” “Summer Music Hits in Huxi” and “Journey to the West in Xiyu,” as well as other themes, incorporate local culture and features. He eagerly awaits Doulos Hope’s forthcoming visit to Penghu, bringing with it over 2,000 books covering a wide variety of subjects and providing a rare reading experience for the locals. In addition to savoring coffee on board, the general public will be able to appreciate the glamorous sight of the world’s most beautiful bay, all while immersing themselves in the interwoven knowledge and ocean. He emphasized that reading not only broadens one’s international perspective but also enriches one’s mental and spiritual vision by providing an insight into the diverse cultures of the world.


GBA Ships is a non-profit charitable organization in Germany. Its operating vessels broaden the public’s knowledge of the world through cultural exchange programs, community service initiatives and mobile book fairs. Since 1970, its vessels have visited over 153 countries and 1,600 ports, carrying over 51 million passengers. The Doulos Hope is GBA Ships’ fifth vessel (the institution currently owns both the world’s and Asia’s largest floating library, Doulos Hope). GBA Ships purchased and renovated her in 2022, and she began rendering services in 2023. The volunteers on board are from all over the world and follow the philosophy of “knowledge sharing, hope and assistance.” She travels around the world, spreading the joy of reading and facilitating cultural exchange.

Doulos Hope will be open to the public at Magong Port Pier 6 this month (March 14–March 27). 　　Chen noted that Penghu’s unique maritime culture and traditional fishing lifestyle have given rise to the deeply rooted Ciguei custom celebrated during the Lantern Festival. The ritual symbolizes prayers for favorable weather, bountiful catches, and family well-being, while also reflecting the wisdom of the Penghu people and their reverence for nature. Over time, Ciguei has become one of Taiwan’s four major Lantern Festival celebrations, beloved by locals and tourists alike.

　　Last June (2024), the Taiwan World Heritage Nomination Support Association visited Penghu to explore the island’s traditional stone weirs. This year, they returned to take part in the Ciguei custom, experiencing the vibrant Lantern Festival culture up close. Chen also highlighted Penghu’s two potential World Heritage sites: its basalt formations and historic stone weirs. Along with the internationally acclaimed Penghu International Fireworks Festival, he expressed hope that the association would help introduce the charm of Penghu and its Ciguei tradition to a broader Japanese audience, drawing greater international attention to the richness of the archipelago’s cultural heritage.

　　Since its founding in 2013, the Taiwan World Heritage Nomination Support Association has been dedicated to enhancing global recognition of Taiwan’s cultural heritage. The group brought together ten writers to publish a book featuring Taiwan’s 18 potential World Heritage sites, using cultural storytelling to help Japanese readers better understand Taiwan’s unique identity. Magistrate Chen concluded by emphasizing that culture is a vital bridge for international exchange, and expressed his hope for continued cooperation with Japanese partners to bring Penghu’s traditions to the global stage and showcase its multifaceted charm.

　　Yuichi Katagi, board member of the Taiwan World Heritage Nomination Support Association, stated that the association has selected 18 cultural and natural sites in Taiwan with World Heritage potential, aiming to deepen understanding of their value through study and field visits. He recalled his first visit to Penghu in 2018, where the group explored the island’s traditional stone weir culture. Magistrate Chen Kuang-fu highlighted that the Penghu Lantern Festival follows a long-standing local tradition of "Three Days of Festivities for the Lunar New Year, Three Nights for the Lantern Festival." The iconic "Qigui" (Turtle Offering) ritual has been celebrated for over a century, evolving from the early Fangpian turtles (made from a combination of glutinous rice and sugar) to contemporary variations, including rice turtles, gold turtles, and coin turtles, making them a significant cultural heritage of Penghu.

As part of the "2025 Like Penghu: Island & Turtle Journey" campaign, the Cultural Affairs Bureau has launched a special Lantern Festival Stamp Collection Lucky Draw campaign, linking 24 temples across Penghu. Magistrate Chen stated that the county government invited ceramic artist Luna Lu to host an interactive clay Fangpian turtle workshop ahead of the Lunar New Year. Through the hands-on experience of crafting these symbolic turtles, children not only gain a deeper appreciation of local cultural traditions but also set the stage for the upcoming Lantern Festival Stamp Collection campaign.

Vice President Hsiao stated that her visit to Penghu was, in part, on behalf of President William Ching-te Lai to express appreciation for the Coast Guard officers stationed in Penghu. Furthermore, the county government has also embraced cutting-edge technologies by introducing AI-powered smart medical systems and expanding Penghu-exclusive free vaccination programs. These programs now include pneumococcal vaccines for individuals aged 60 to 64, HPV vaccines for adolescents aged 13 to 14, rotavirus vaccines for infants aged 0 to 2, shingles vaccines for low-income residents over 50, and enterovirus vaccines for young children. Chen further noted the county’s partnership with a cancer treatment center, which has established a "green channel" for cancer referrals. To share the momentous achievement with the local community, the celebration included 300 cups of bubble tea for attendees. Magistrate Chen and Chuang also presented 71 professional 25-inch luggage cases—modeled after those used in the WBSC Premier12—to the baseball teams of Chuang’s alma maters, Jiangmei Elementary School and Makung Junior High School. Chuang Hsin-yen, introduced to baseball by his grandfather, attended Jiangmei Elementary School and Makung Junior High School—both key institutions for nurturing baseball talent in Penghu. After graduating from junior high, he moved to Taiwan for advanced baseball training. Chuang currently serves as a pitcher for the Rakuten Monkeys in the Chinese Professional Baseball League, continuing to make waves in professional baseball.

Magistrate Chen highlighted that tourism forms the backbone of Penghu’s development. Magistrate Chen explained that the county successfully secured funding from the central government to replace outdated bus stop signs with new solar-powered e-paper smart signs. A total of 389 units have been installed countywide. These smart bus stop signs feature energy-efficient, environmentally friendly designs with high energy self-sufficiency. Combined with bus shelters designed to reflect local aesthetics, they significantly enhance the county’s visual appeal and promote low-carbon initiatives. This effort provides residents with a high-quality living environment while offering visitors a more enjoyable travel experience.

Chen emphasized that the smart bus stop signs deliver clear, real-time bus schedules and support multiple languages, enabling residents and visitors to easily access up-to-date transportation information for efficient trip planning. In addition, the information platform embedded in the signs can further be utilized as a medium for disseminating government directives and public policy information. In the future, these smart signs may also integrate schedules for the Penghu Ferry and flights, further improving public service efficiency. With the launch of the “Penghu TPASS,” residents and tourists can enjoy seamless travel across Penghu using a single card, making tourism smarter and more convenient.

Magistrate Chen highlighted that residents of the second- and third-tier outlying islands in Penghu face numerous challenges in accessing healthcare. These AI-powered ECG machines will be distributed to local health centers and clinics on the islands, enabling immediate cardiovascular disease detection. The upgrade of medical equipment on the outlying islands, combined with AI-assisted healthcare, will allow residents to receive fast and professional cardiovascular diagnoses. It will also enable the early initiation of pre-hospital acute coronary syndrome care, reducing the risk of delayed treatment.

Magistrate Chen further explained that the donated AI ECG machines can rapidly detect and assess acute myocardial infarctions. The ECG data will be transmitted real time to large hospitals cooperating with the county government, where AI will perform automatic heart rhythm analysis and detect abnormalities. This will assist medical staff in quickly identifying heart issues and taking appropriate action, ensuring safer health protection for outlying island residents.

Magistrate Chen emphasized that the county government will continue to advance medical infrastructure in Penghu. In addition to equipping local health centers, ambulances throughout the county are now also fitted with AI medical devices to ensure the health and safety of the residents.

He expressed gratitude for the philanthropic contributions, particularly given the limited resources of the government. He hopes that the actions of the company and other kind-hearted individuals will inspire more businesses and citizens to join in, bringing warmth and support to the outlying islands of Penghu.

The Penghu County Public Health Bureau stated that with the integration of AI technology in medical equipment, the range of services will continue to expand. Currently, all level 2 and 3 outlying island primary healthcare institutions (12 locations) are equipped with AI 12-lead ECG machines. The Bureau encourages residents experiencing heart-related symptoms or those needing regular checkups to visit local health stations for testing and timely treatment. 　　Chen highlighted that, thanks to the efforts of the county government team, Penghu boasts the nation’s highest coverage rate for community-based services, reaching 56%, which is significantly above the national average of 14%. The promotion of community-based day care services provides individuals with disabilities with diverse and accessible service options, allowing them to engage in a wide range of courses to discover interests, develop skills, and contribute meaningfully to society.

　　Chen expressed his appreciation to the Penghu Association for Services to Persons with Disabilities for organizing the event, providing an opportunity for participants to showcase their hard work and passion for life. Despite physical limitations, these individuals demonstrate remarkable resilience and determination, deserving of recognition and respect.

　　The community-based day care service centers in Penghu County include the Makong Station, managed by the Huimin Developmental Center, Catholic Diocese of Penghu; the Wang’an Station, supported by the Peace Foundation; the Huxi Station, operated by the Penghu County Care Service Association; the Xiyu Station, also managed by the Penghu County Care Service Association; and the Qimei Station, overseen by Lin Shu-hui Occupational Therapy Institute.

　　The community-based day program facilities in Penghu County include the Happiness Station, managed by the Penghu Association for Services to Persons with Disabilities; the Ji’ai Workshop, supported by the Penghu County Slow-Flying Angels Service Association; the Magic Bean Handcraft Workshop, operated by the Penghu County Care Service Association; and the Eden Social Welfare Foundation’s Promised Land facility (currently suspended).

　　Chen further noted that, according to the World Health Organization (WHO), one in every six people globally dies from stroke, and in Taiwan, one in four people will experience a stroke, with incidence rates increasing yearly. Stroke imposes a tremendous impact on families, making early preventive screening crucial. Identifying high-risk groups early allows for appropriate health management and treatment, which can greatly reduce stroke rates.

　　Rotary International District 3470 Governor Lin Keng-hsien underscored that prevention is better than treatment. Screening services not only help to lower healthcare costs but also alleviate family burdens. Stroke’s impact on families is significant, and Rotary is fully committed this year to promoting AI-based stroke prevention screenings, with the goal of achieving universal screening. He also encouraged residents with abnormal screening results to seek further examination at major hospitals promptly. He expressed his appreciation to the Penghu County Government for its support, enabling Rotary International to contribute to society, and for Magistrate Chen’s leadership, which brings greater well-being to Penghu’s residents.

　　Dr. Chiang Ming-ju, President of the Rotary Club of Makung, shared that the screening campaign began on August 8 and has since served over 1,000 individuals, aiming to cover all five townships and one city in Penghu with a target of screening 2,000 to 3,000 people. With the advent of AI, early detection of stroke has become more accessible. Through AI-powered ECG testing and interpretation, it’s now possible to detect atrial fibrillation after arrhythmia, which can lead to more severe strokes than usual. Dr. Chiang urged residents to participate actively in screenings for their own health.

　　The “AI Stroke Prevention Screening” utilizes portable ECG testing, with AI cloud-based analysis immediately detecting atrial fibrillation and generating instant reports. Individuals with atrial fibrillation face a fivefold higher stroke risk compared to the general population, especially if they also have diabetes or hypertension. Early detection and preventative medication prescribed by physicians can significantly reduce stroke risk.

Chen Kuang-fu pointed out that since taking office, the amount of household waste has significantly decreased from 13,000 ~ 15,000 tons to 7,000 tons. Additionally, to achieve the county's waste self-management goals, the "Mechanical Sorting and Pre-processing Plan for Waste" has effectively reduced the volume of waste disposed of, thereby increasing landfill efficiency. Moreover, the lightweight materials packaged afterward can be used as a source of renewable fuel. Chen Kuang-fu stated that the Penghu Recreation Area covers a vast area with lush vegetation and beautiful scenery. Since 2015, he has instructed the Penghu County Forestry and Park Management Center to use topography to create the flowering sea. Over the past 9 years, it has consistently attracted crowds of flower enthusiasts, becoming a new highlight in Penghu during the autumn and winter seasons. Especially within the park, the Tienren Lake, lotus pond, and lotus lakes are supplied with water from the Shuang Hu Yuan Water Resource Recycling Center. He instructed the life propagation station to actively seek ways for conservation.In 2017, the life propagation station established mass production technology for Hemicentrotus pulcherrimus. Later, they attempted to cultivate the first batch of artificially bred seedlings produced from wild Hemicentrotus pulcherrimus into adults. By utilizing this batch, they successfully achieved complete artificial propagation of Hemicentrotus pulcherrimus in 2020.He hopes that in the future, artificial propagation will replace harvesting from the sea, ensuring a stable supply of high-quality Hemicentrotus pulcherrimus throughout the year.

Magistrate Chen Kuang-fu stated that in the future, under the mass production of artificial propagation, the release of Hemicentrotus pulcherrimus will also continue, implementing a dual approach to enrich marine resources.

Hemicentrotus pulcherrimus inhabit coral reefs and rocky areas, primarily feeding on large seaweeds, effectively controlling the growth of macroalgae in coral reef areas, making them beneficial for maintaining the health of the coral reef ecosystem. In the past, harvesting of Hemicentrotus pulcherrimus was only allowed for 2 months each year. The county government has now announced the amendment of the "Management Regulations on the Fisheries Resources of Tripneustes Gratilla(Hemicentrotus pulcherrimus)". It will formally include Hemicentrotus pulcherrimus as an aquaculture species in Penghu County. Under legal registration and declaration, breeding Hemicentrotus pulcherrimus will not be subject to restrictions on possession, handling, and sale that apply to harvesting from the sea.

Magistrate Kuangfu Chen indicated that Swimming Across Penghu Bay is a representative sports event in Penghu and has been held for 21 years. It is a challenging open-water swim that pushes individuals to their limits. Particularly, starting from the western side of Siyu Island where the water is clear and the coral reefs and fish are abundant, swimmers face the ever-changing tides and currents, making it an exhilarating and highly sought-after swimming route.

Magistrate Kuangfu Chen said that Penghu has clear waters and pristine white beaches, making it a stunning destination. Swimming in Penghu Bay, which is recognized as one of the most beautiful bays in the world, allows swimmers to enjoy the breathtaking scenery while engaging in the sport. The Swimming Across Penghu Bay event has brought about a vibrant sports culture in Penghu It is hoped that through this event, the beauty of Penghu and the passion of its people can be showcased to the nation.

The Department of Education stated that this year's Swimming Across Penghu Bay event featured three categories: the Long-distance Swim (5,000 meters) with 432 participants, the Promotion Swim (2,000 meters) with 504 participants, and the Experience Swim (500 meters) with 457 participants. In total, the event attracted 1,393 participants. The 5,000-meter swimmers, led by Shunhsu Chen, Hsingtung Chen, Wenkuei Yu, and Wuchin Kao, started their swim at 6:30 AM from the Daguoye in Siyu Island. The participants from other categories began their swim from the Guanyin Temple area.

In addition to the Swimming Across Penghu Bay event, the county government is also hosting the "Water Carnival" at the Guanyin Temple area from now until the 18th. The carnival features activities such as land-based inflatables, water-based inflatables, as well as canoeing and stand-up paddleboarding (SUP) synchronized with the tides. Magistrate Kuangfu Chen stated that efforts are being made to create a healthy island, with comprehensive care for people of all ages. Starting from April 1st, subsidies for dentures for the elderly will be implemented, with an increased amount of 50,000 NT dollars for a full set and 25,000 NT dollars for a partial set. There are 13 designated dental clinics for this program. Magistrate Kuangfu Chen emphasized that low-carbon sustainable development holds great importance for the county government. Penghu County has achieved the highest recognition in the certification system by receiving the silver-level certification for the 2022 Low-carbon and Sustainable Homeland certification from the Environmental Protection Administration, Executive Yuan. The Environmental Protection Bureau has announced that Penghu established the Low-carbon and Sustainable Homeland Project Office in 2014 as a dedicated organization to promote low-carbon sustainable homes. Alongside consolidating the county government's accomplishments in low-carbon construction, the office holds interdepartmental meetings to adjust policy directions and facilitate the substantial implementation of environmental projects in collaboration with communities. Magistrate Chen is proud of Penghu's achievement in the urban reading assessment released by the Ministry of Education at the end of March this year. Penghu was evaluated as the "overall reading performance excellent city" among the group of counties and cities with less than 400,000 people. Penghu ranked first in the group of counties and cities in terms of "per capita book ownership," second in terms of "library card ratio" and "public website resource usage" and third in terms of "per capita library visits." Furthermore, Qimei Township ranked sixth in terms of "per capita book ownership" among 200 townships and cities.

Magistrate Chen emphasized that English proficiency is essential for international communication and Penghu aims to follow the "Blueprint for Developing Taiwan into a Bilingual Nation by 2030" set by the Executive Yuan. To support this objective, the county has implemented the Ministry of Education's plan to promote English learning through library subsidies. A total of 186 promotional events were organized, attracting a total of 3,779 participants. These activities included classic English book clubs, Gaillardia Island English courses for tourism, picture book storytelling, advanced writing courses and basic English conversation courses for all age groups. In his speech, Deputy County Magistrate Lin highlighted that the Taihwa Ferry, which is currently serving the Penghu-Kaohsiung route, is over 30 years old. Deputy County Magistrate Lin expressed his gratitude to Director Yeh of the Maritime Port Bureau for utilizing the DBO (Design-Build-Operate) model, allowing a company to construct and operate their ship. The new ship has a larger total tonnage than the Taihwa Ferry, providing more comfortable passenger space and an increased number of beds for up to 300 passengers. The number of vehicles it can carry has also been increased to 80 small cars, alleviating the shortage of parking spaces experienced on the Taihwa Ferry. Per the Tourism Department, in 2019, President Tsai instructed the Ministry of Transportation to take back the Penghu Ferry case for the Maritime Port Bureau of the Ministry of Transportation to initiate the "Long-term Procurement Project for Onboard Services for the Kaohsiung-Magong Route." In 2021, the project was awarded to Taiwan Navigation Co., Ltd. and the Japanese "Naikai Zosen Corporation" was selected as the collaborating shipbuilder. Construction work commenced in August 2022 and the keel was laid in November of the same year. The ship was launched on April 4, 2023 and the shipyard is currently working on the interior and other details. The ship is scheduled to be delivered to Kaohsiung in August and commence operations in September. The Penghu Ferry is planned to have a total tonnage of 9,980 tons, a length of approximately 120 meters, a width of 21 meters, a minimum speed of 22 knots and a passenger capacity of 600, including 300 beds. The vehicle loading and unloading space is designed to accommodate 80 small cars, 4 large tour buses and 10 containers, including refrigerated containers. Magistrate Chen has announced plans to fulfill his campaign promises while also introducing new policies to benefit the youth and infants in Penghu County. These policies include a monthly subsidy of NT$1,500 for diapers and formula milk for children under two years old, subsidies for elementary school students for their stationery, uniforms and extra-curricular activities, a transportation subsidy of NT$10,000 for college students regardless of their enrollment period and two years of free entrepreneurship space for young people. Chen Kuan-Fu noted that in 2015, the Penghu County and Kaohsiung City governments co-hosted the “Ocean Double Star Joint Governance Conference”. During the event, then-mayor Chen Chu invited Penghu to join the Southern Taiwan Regional Governance Platform to collaborate and integrate resources. In 2016, Penghu County officially joined the Platform. This year, at the invitation of Kaohsiung Mayor Chen Chi-Mai, the Platform kicked off once again, fostering collaboration among the administrative regions in southern Taiwan to work together to resolve livelihood problems for the people.

Magistrate Chen pointed out that the Southern Taiwan Regional Governance Platform mainly focuses on “2050 Net Zero Transformation” policies. The public toilet on the north side of Guanyinting is under construction, which may affect the use of the public during the Penghu Ocean Fireworks Festival. Chen Kao-Liang, Director General of the Agriculture and Fisheries Bureau of the Penghu County Government, noted that due to the many improvement projects and the long construction period, the public toilet on the north side of Guanyinting is seeing a longer-than-expected construction period. The Bureau has asked the contractor to speed up construction work and adopt a phased construction method. The toilet is expected to be open to visitors before the Festival, and several mobile toilets will be set up in response.

Magistrate Chen pointed out that the Penghu Ocean Fireworks Festival, now entering its 21st year, has become a landmark domestic tourism event, with tens of thousands of people flocking to the Guanyinting Park for the highly-anticipated show. During the two-month fireworks display period, if the public toilets in the park cannot be used, it will cause inconvenience to the public. He instructed the Agriculture and Fisheries Bureau to complete the renovation of the public toilets in Guanyinting by the end of March. If the renovation cannot be completed by the end of March, it will be adjusted to partial maintenance to avoid affecting the use of public toilets by visitors to the Festival.

The Penghu County Government's 112th New Year's Day Flag Raising Ceremony kicked off at 7:35 a.m. with a drum performance by Zhongshan Elementary School, followed by an energetic folk dance and a Sichuan Opera Bian-Lian (face-changing) performance by the Chaoyang Community, which won enthusiastic applause from the public.

Prof. Hung noted that the oceans, land (including forests) and the atmosphere are the three main active carbon sinks on Earth, each accounting for 93%, 5% and 2% of carbon sink capacity. The waters and water quality of Penghu are very suitable for the cultivation of potential macroalgae to sequester carbon and promote blue carbon sinks.

Prof. Hung pointed out that the carbon fixation of algae can absorb the excessive nutrient salts in the Penghu inland sea, and the establishment of the Ocean Blue Carbon Demonstration Area in the future can bring in industry and tourism income for Penghu.

Magistrate Lai noted that in the past four years, the county has conducted more than 850 beach cleanups, cleaned up about 450 kilometers of coastline, and about 625 tons of marine debris and mobilized more than 45,000 people. Lai noted that the development of football in Penghu has been going on for many years, but the county lacks a standard 5-a-side (futsal) football field. The county government and county council actively sought funding from the Sports Department of the Ministry of Education, which approved subsidies for Pengnan Junior High School to build a 5-a-side artificial turf football field in line with international standards. This helps create a center for the promotion of football and football education and training in Penghu County, and to provide quality training venues for players.

The Penghu County Government stated that with blistering heat and little rain in summer, and cold and windy winter in Penghu, the maintenance of natural turf is not easy. The county government indicated that the Pengnan Junior High School artificial football field was funded by the County Government’s Department of Education with an NT9.9 million grant from the Department of Sports. The county government raised an additional NT$1,171,339. The project was commissioned to the Public Works Department on May 2021, with construction starting on January 13, 2022 and completed on September 27, 2022.

The Penghu County government said that the field adopts the specifications approved by international competitions and is equipped with FIFA certified artificial turf. Magistrate Lai noted that there are approximately 250 million followers of the Mazu belief. In 2009, UNESCO inscribed the Mazu belief and culture on the Representative List of the Intangible Cultural Heritage of Humanity, calling on the international community to work together to protect it. Therefore, the "Penghu Matsu Culture Park", set up by the county government, not only showcases Penghu's historical status and cultural heritage, but also helps preserve this precious world cultural heritage.

Lai emphasized that because Mazu belief is an important spiritual icon for the people of Penghu, and also has huge tourism potential, the construction of the Dachang Mazu occurred during the term of office of former county magistrate Wang Chien-Fa in 2012. By the time he left office at the end of 2014, he had completed casting the pedestal and the bronze statue. However, only 83 days after former county magistrate Chen Guang-Fu took office, Chen brutally announced the suspension of the construction without the consent of the county council. As a result, the project, which had already seen investments of NT$300 million, was abruptly terminated, and Dachang Island became derelict.

Lai further pointed out that the cast bronze statue of Mazu could only be stored in its original location in the Changhua Foundry warehouse, for which the county government paid a total of nearly NT$11 million in storage rent from 2015 to 2020.In September 2019, accompanied by County Council Speaker Liu Chen Chao-Ling and a number of council members, he proceeded to Changhua to inspect the bronze statue of Mazu stored in a warehouse and saw on the spot that the head of the bronze statue of A-Ma was separated and in pieces. How could the people of Penghu accept this? Therefore, the county government decided to bring the statue back to Penghu.

 
Lai said that under the city council's recommendation, the county government conducted a second public county-wide poll to re-select the site, and finally chose the Magong City Chongguang Development Area as the final site. The council also agreed to spend the remaining budget of NT$250 million on the construction of the project within the originally approved funding, with NT$100 million and NT$150 million allocated for each of the two years, accounting for about 1% of the county government's annual budget, which would cause minimal financial impact and can make up for the huge losses caused by former county magistrate Chen Guang-Fu and create sustainable tourism benefits.

Penghu Matsu Culture Park can bring considerable tourism appeal to Penghu, said Liu Chen Zhao-ling, adding that it shall be greatly beneficial to linking tourism and surrounding attractions. The second and third phases of the project have already begun land preparation and planning, and will be developed into the most suitable public area for recreation and tourism in Penghu.

According to the Public Works Department of the Penghu County Government, the Penghu Matsu Culture Park is planned in three phases, including the first phase of the Mazu bronze statue project and its surrounding facilities. In the second phase of the original Chongguang Development Project and the third phase of the area between the Chongguang seawall and County Road No.35, the county government will create a new recreational park featuring a bronze statue of A-Ma as a landmark in conjunction with the Magong West Coastal Recreation Zone.
